i think that's in every firefighter manual -- Fire Officer's Guide To Disaster Control -- not just fema.

That is what I thought too. I remember hearing about this years ago from it being in a firefighter manual and I really can't understand why everyone is making a big deal out of it like it is something new. If it is in firefighting manuals it seems only obvious that it would also be in the FEMA manual.

Then again, there are probably lots of people who had never heard about the firefighters manual.
